This is the only Committee provided for by the Constitution, set up the day after the election of the President of the House, and is composed by the President and eight Members elected by the House. 

Its function is to set up standing, ad hoc or special Parliamentary Committees, and appoints the Members thereof, including when changes in composition take place.
